Abe disabled Mafia’s car using the spare keys given to him at the first meeting of Operation KV aka Kill Vicky. He was to disable Mafia’s car to force Vicky to escort Mafia to an undisclosed location. Whilst Vicky and he were eating dinner in the Pizza Express, Abe was to ensure that the car could not be driven. The quickest and easiest way with modern tech being as it was, and him not being a mechanic would be to remove the battery which he did, and park it in the boot for later which he had.
